This ticket will tackle the following subset of requirements/goals as part of the larger epic ticket:

• Initial devcontainer spec that uses one of the bazel remote execution images as a base
• Installation of bazel, poetry, python, mongodb toolchain
• Automated setup of the python3-venv
• Volumes for caching engflow auth, bazel cache
• Initial "Getting started" guide

While there may be some "obvious" initial optimizations made for this ticket, investigating performance and iterating to improve performance will be done in later tickets
