In SERVER-89711, logging-on-failure was added to proxy_protocol.js in order to help identify processes participating in port collisions. The code included a comment with a TODO to clean it up when appropriate.
I will be modifying that code in SERVER-110177, and so am creating this Jira issue to track the cleanup mentioned in the TODO.
