Measure multi-planner + CBR against query's HVW test framework

      We want to validate that our multiplanner + CBR combination logic (SERVER-110939) does not bring regressions. For that the second step is to have a measurement of the code once SERVER-110939 is checked-in against the query's HVW test framework.

      Follow the exact same steps documented in SERVER-110944. 

      Produce a report including listing improvements and regressions. Create follow-up tickets to investigate persistent regressions.
