Right now, every observable mutex collects stats on the number of cpu cycles while blocked on a mutex. There is an additional performance cost to collecting these measurements, but not every observable mutex needs these stats. We should add functionality to opt into collecting wait cycles rather than forcing all ObservableMutexes to collect it.
