In one of our CI system runs, there was race between election handoff from the previous primary and step-up request from the replica_sets_transition_to_csrs_jscore_passthrough.yml test fixture. Resulting in a different node elected primary from the one selected by the test fixture. One possible solution to ensure more predictable primary status transfer would be to disable the election timeout behavior in the test fixture. This is a setting that we have in many other stepdown related test fixtures, such as replica_sets_terminate_primary_jscore_passthrough.yml
