In various places, e.g. here, we used the CreateViewlessTimeseriesCollections feature flag instead of AllBinariesSupportRawDataOperations for rawData related checks.

Those usages were introduced early during viewless timeseries development while there was still no support to upgrade legacy to viewless timeseries and viceversa.

Use AllBinariesSupportRawDataOperations instead, because during downgrade the CreateViewlessTimeseriesCollections flag may get disabled while there are still viewless timeseries collections present.
