ObservableMutexRegistry does not preserve the order of fields across reports

      The bson returned in ObservableMutexRegistry::report does not guarantee an ordering of fields. Unordered fields across reports will reduce the effectiveness of the FTDC compressor and result in much larger data files. 

      We should update the logic to guarantee an ordering between reports.
