SERVER-108998 introduced new logic to serialize the execution of InitializePlacementHistoryCoordinator with the activity of other Sharding DDL operations across the cluster by duplicating most of the machinery that provides the same functionality to add/removeShard.

Such an approach is considered a short-term solution that should be replaced with an alternative, more generic implementation.
