Relocate prioritization execution control tests to a dedicated directory

      The jsTests/noPassthrough/admission directory currently contains a mixed of tests, making it difficult to manage those specific to our new execution control logic.

      To improve code organization and maintainability, a new sub-directory should be created with dedicated (e.g. jsTests/noPassthrough/admission/prioritization) solely to tests for execution control and operation prioritization.
