In replica sets, DDL operations can be done inside transactions. We should ensure and test that those support Operation FCV correctly, namely:

• That the oplog entry for the transaction (applyOps with txnNumber) has the versionContext field set for ops that acquired an OFCV.
• That if an operation inside a transaction used an OFCV, the entire transaction is drained or killed appropriately by setFCV.
