Setting 0 tickets in the low-priority pool can lead to starvation when changing execution control algorithm

      If the user sets 0 tickets in the low-priority queue and then changes the execution control algorithm to not use prioritization, operations waiting for a ticket from the low-priority pool will remain stuck. There is currently no mechanism to adjust low-priority server parameters when prioritization is not in use.

      We should consider possible solutions if we treat this as a real problem.
