Confusing error message when running setFeatureCompatibilityVersion without changing the version

      When running setFeatureCompatibilityVersion to set the Feature Compatibility Version to its current value (for example, the FCV is already 8.0 and we run setFeatureCompatibilityVersion: 8.0), the server reports the following error:

      MongoServerError[Location7369100]: Once you have downgraded the FCV, if you choose to downgrade the binary version, it will require support assistance. Please re-run this command with 'confirm: true' to acknowledge this and continue with the FCV downgrade.

      This is confusing because there is no actual downgrade occurring—the FCV is staying the same. Can this error message be improved so it's clearer to users, or suppressed when there is no change?
