we are failing jobs in evergreen due to limited resourcing (OOM), the current jobs set to most noPassthrough tests is 10 jobs (or 0.75 x CPU of variant - whichever is lower). We will reduce this to 0.125 x CPU of variant (roughly 8 jobs on a xlarge) so we are less likely to cause OOM failures since the noPassthrough suite has many resource intensive tests. 

Another precaution I will also add requires_large_host tags for any other variants not using xlarge for the testing.
