      Similarly to setting server parameters in the config fuzzer, we should set cluster parameters periodically in the config fuzzer for CS owned parameters.

      They are the following:

      • pauseMigrationsDuringMultiUpdates

      Please identify which parameters are fuzzable and add the limits to buildscripts/resmokelib/generate_fuzz_config/config_fuzzer_limits.py
