SERVER-109445 introduced a new retry policy, `kStrictlyNotIdempotent`, which only retries when the operation fails with a retryable label, indicating that the operation has not yet begun. During the PR review, we decided to defer adding tests for this new policy to this ticket.
Therefore, the goal of this task is to add focused tests that validate the behavior of the new kStrictlyNotIdempotent retry policy, ensuring it only retries operations that fail with a retryable label before execution begins.
