The symbolizer doesn't work with dev_stacktrace right now since the RUNTEST_PRESERVE_CWD flag prevents the relative path link from working. See if it's possible to get dev_stacktrace to work without RUNTEST_PRESERVE_CWD since it's going to break a lot of things.

If this isn't possible, let me know and I can see if I can adjust the symbolizer logic to look for the proper directory. This isn't a great workaround though, since the RUNTEST_PRESERVE_CWD breaks a lot of other runfile behavior and assumptions inside of bazel.
