In this ticket, we will provide an option similar to `useBridge` for the dedicated maintenance port. If this option is specified, then the replSetTest should allocate maintenance ports for all members of the replica set and start up the nodes with that option specified. This should also update helpers to get the port and the connection string/host to provide an option to get the maintenance port.

In a sharded cluster, specifying this option should allocate and open the maintenance port on all nodes in the cluster (both mongoD and mongoS) and also update helpers accordingly.

We will need to investigate whether this is compatible with the useBridge option.
