When dropping UNTRACKED collections, the CSR filtering metadata is not cleared. This causes stale UNTRACKED metadata to persist in the CSR even after the collection is dropped.
When the collection is recreated with the same namespace, the stale UNTRACKED metadata remains, and no metadata refresh is triggered.
