Currently this jstest does not have a clear ownership, but considering what it's being tested, it should belong either to the routing or topology or the DDL sub-team. It is probably more likely that the DDL subteam is the better fit. The purpose of this ticket is to investigate the proper ownership and do the appropriate changes.
