oplogMinRetentionHours should accept exactly 300 seconds as a check period

      src/mongo/db/mongod_options_storage.idl has a default value for oplogMinRetentionHours that is not accepted if specified explicitly in the config.  This makes testing somewhat more cumbersome as the valid configuration value of 300 has to be specified as empty instead of explicitly by value.
