      SPM-4263 adds a low priority queue with it's own pool of execution tickets. With one pool we have the throughput prober automatically adjusting the optimal number of tickets, but SPM-4263 will rely on mongotune (SPM-4281) to adjust the two pools independently.

      We should build a POC demonstrating that it is feasible to adjust the two ticket pools in order to fix some of the availability workloads using SPM-4263
