Consider bringing up 3-node replica sets in sharded backup/restore tests

      Our backup/restore tests (those using the framework of sharded_backup_restore.js currently bring up the cluster (which was originally a cluster of 3-node replica sets) as a cluster of 1-node replica sets. This could potentially miss issues with, for example, restore steps related to rewriting the replica set config.

      To be clear, I'm not aware of any such issues, this just seems like a potential coverage gap.
