We updated the JS test hooks as part of SERVER-110331, but these are overridden by the options set in validate.py in most uses of the validate background hook. We need to branch the logic in the python script so that full is set to false unless in shutdown, but this will require the restarting the node in standalone, so this will need a new validate hook definition (which I have filed a separate linked ticket for). This PR can just be setting it to false for now (to match SERVER-110331) pending a decision on the new ticket.
