Move Shard Key Utils out of global_catalog

      Requested by kaloian.manassiev@mongodb.com as a follow-up to SERVER-84547.

      Move the following to a folder that is owned by query execution:

      • shard_key_pattern_query_util.(cpp|h)
        • Also move it out of the sharding_router_api target
      • The part of `shard_key_pattern_test.cpp` which uses `extractShardKeyFromBasicQuery`
      • The entire `chunk_manager_query_test`
