Investigate and re-enable tracing for fips_scram_sha1.js

      SERVER-100136 updated resmoke to set the `openTelemetryTracesDirectory` server parameter to all mongo processes that have OTEL enabled.

      This server parameter is used by the tracing initialization to determine which directory to write trace files to. If it is not set, we simply don't write any trace files.

      For some reason setting this server parameter causes fips_scram_sha1.js to fail.

      From initial investigation we are not sure why setParameter is an issue or how it is related to the test. We have disabled tracing for this test, but we should investigate and re-enable.
