In order to de-risk the adoption of the new execution control mechanism, we should pave the way to have an incremental delivery of mongotune capabilities. This means that we should first:

• Allow mongotune to enable prioritization, but only handle the concurrency of low priority operations
• Allow mongotune to gain full control of normal and low priority concurrency

In order to allow deploying the mongotune functionality in stages we need to allow throughput probing to be enabled while the de-prioritization heuristic is enabled.
