SERVER-112988 made the remote_command library depend on various otel targets. These otel targets are monolithic and pull in a lot of dependencies that are not needed by remote_command directly. Particularly, the otel exporters imply a dependency on curl, which greatly increases the number of libraries that mongo_crypt needs to link against, which ultimately caused BF-40236.
