fips_mode_log.js asserts that the server either outputs a log indicating that FIPS mode was enabled successfully or that FIPS mode cannot be set on the underlying crypto provider. 

If the test cannot find the expected log, it should dump the contents of the logs it was searching so these failures are easier to debug.
