There are a few bugs that can result in dangling orphan documents on sharded collections.
The definition of a dangling orphan document is a document that resides on a shard that does not own its corresponding data range and has no pending range deletion tasks scheduled to remove it.

The goal of this task is to develop a set of remediation tools to handle clusters containing dangling orphan documents.

The tools to be implemented include:

• Recovery Tool: Allows customers to recover dangling orphan documents, even if the data is stale.
• Cleanup Tool: Removes dangling orphan documents from the affected clusters.
