In SERVER-113203, a feature flag check was added to replSetInitiate and replSetReconfig to ensure the maintenance port is not used in versions where the feature flag is disabled. This is more complicated with disaggregated storage because the FCV is not necessarily known at the point where the replSetConfig is initialized. This ticket is to handle this case for disaggregated storage.
