We recently accidentally broke mongotune TUNE-433  and mongo-perf BF-40323  testing because 
we made the legacy mongo shell depends on a library files located in jstests/libs.

In this ticket we should either:
 - make sure we correctly test that the legacy mongo shell can be used in the absence of jstests folder content.
 - make sure downstream projects use the new node.js mongosh
