We are hitting the evergreen 50k task limit in the waterfall. We need to convince evergreen to up the limit or figure out a long term solution to lower our generated tasks.

My understanding is that we used to generate tasks per variant so maybe we could go back to that method? I remember hearing there were some evergreen limitations around that so I will have to speak with the evergreen team some more.

Also, the 50k cap is somewhat arbitrary, and does not scale with the organization (and code). If this is really just a proxy, we should be measuring/targeting/limiting on anything more specific to keep our system healthy and flexible.
