sharded_ddl_commands.idl contains the definitions of requests and shardsvr commands for all sharded DDLs. Currently, the file is owned by the Catalog and Routing team and placed under the global_catalog module. However, several definitions in this file do not match that ownership or CAR module(s) — for instance, the resharding commands and requests.

We should split the IDL so that each file corresponds to a single team and module.
