SERVER-76547 made time-series collection creation idempotent, but had the side effect of causing SERVER-80776, which was fixed in 7.2. The former ticket was backported to 7.0 but the latter was not, which can cause the behavior described in SERVER-80776 to manifest on 7.0 and on multiversion suites running on 8.0
