Operations may acquire an Operation FCV during uninitialized FCV (e.g. if they are running on the unreplicated local DB, or early during the initialization of the replica set when the FCV document has not been set up yet).

Ensure that we support an Operation FCV containing an snapshot of the uninitialized FCV.
