See design doc for full info. The overall work that needs to get done is:

Always register stub parsers as fallback parsers
Rename the JSON file
Change registration order so that fallback stub parsers go before extension stages
Allow the JSON file to specify an existing feature flag that acts as the fallback/primary parser toggle

It may make sense to split this into more tickets.
