Generalize LiteParserRegistration to allow for all FeatureFlag types, not just IFR flags

      the feature flag check requires (1) a version context, (2) a IFR ctx, and (3) server params snapshot # (see below)

      1. can be default constructed for this use case, I believe
      2. global parameter, can be accessed from anywhere

      However, for (1), we need access to an OpCtx.
