Audit the list of internal Atlas clusters for a set of clusters that:

• cover most instance sizes >= M30
• have high ingress connection rates
• have occasional (or frequent) spikes in ingress connections

Foliage is a cluster that was used to tune the static rate limit for M10 and M20. In addition to finding clusters with larger instance sizes, we can also trial using the mongotune policy on Foliage instead of the currently configured static limit.
