Reproduce overload that causes RSTL acquisition timeout during stepdown

      We believe that overloaded nodes that are trying to step down often have operations that take longer than 60 seconds to notice that they've been interrupted. This can cause the RSTL acquisition during step down to timeout, which fasserts the node. We should reproduce this situation to confirm this theory.
