      collection_routing_info_targeter.cpp is currently owned by the Catalog&Routing team. However, this file consists mostly of the logic to determine what kind of write plan to execute for an insert/update/delete operation. For this reason, this file should be owned by Query Execution, or be split into Query Execution and Catalog&Routing parts.
