Remove the DisableRunTimeCheck in the ShardingWriterRouter

      After SPM-4076 we no longer need to build the _disableRunTimeCheck because the css (that holds a mutex if in scope) is not kept alive for the entire execution of the ShardingWriteRouter class but re-acquired at need
