We'd like to be able to rely on a cluster's history window when snapshotting each node in a cluster to prepare for inter-node validation checks. As long as there is an overlapping timestamp window, someone just needs to find an appropriate timestamp and pass it into the validation tool.

This ticket is to update the validation tool to accept such a timestamp and make sure we can perform the read at that timestamp.
