Throw an error if the maintenance port is specified when the feature flag is disabled

      Currently, if a user specifies the startup flag `--maintenancePort` with `featureFlagDedicatedPortForMaintenanceOperations`  disabled we will silently ignore the field. Instead, we should throw an error specifying that the feature is unsupported.
