The purpose of this tickets is to fix some issues in the long/short running accumulation stats to reduce the error difference with the normal and low priority statistics. Among the possible fixes we have:

• Not taking into account the number of exempted admissions in the heuristic
• Considering the timing of the heuristic evaluation to prevent off by one errors
• Make long running stats comparable with low priority stats, and short running with normal priority
• Simplify the load shed account
• Properly accumulate cpu usage and elapse time stats
