This is the behavior prior to SERVER-114005 which temporarily made aborting a resharding operation in "aborting" or "quiesced" state as part of setFCV right after stepping up not cancel the quiesce period due to the lack of test coverage. This ticket should add unit tests to verify that this behavior is safe and that the quiesce state is being canceled correctly.
