In some places, we are using executors only for deferred execution and/or running future chains. It would be nice to be able to create an executor without a network interface for these situations.

SERVER-101758 did a workaround to achieve this by adding in a network hook that yells at you if you try to run a network command, but it would be preferable to have a less hacky solution for this.
