As part of the work done for SERVER-112934 we discovered that PrimaryOnlyService doesn't allow for services to specify their prerequisite services. This is because in the initialization graph all services are contained within the PrimaryOnlyService node since the services register against it rather than the global initialization graph.

This forces us to add all prerequisite services into the PrimaryOnlyService even if the actual user exists in one of the children services in a completely separate file.
