Expose the same interface as Magic Restore. We can reuse the same --magicRestore flag and the interface class, but we need to get the plumbing to allow the Replication Coordinator for Disagg Storage and SLS State Machine.

This ticket is considered complete when the ReplicationCoordinatorDisaggregatedStorage can read the Magic Restore config passed in.
