To make the multiUpdateCoordinatorServiceMinThreadCount and multiUpdateCoordinatorServiceMaxThreadCount server parameters settable at runtime, we need to make the thread pool used by the MultiUpdateCoordinator to be able to be dynamically resized.

Acceptance criteria:

• The thread pool used by the MultiUpdateCoordinator can be dynamically resized
• The multiUpdateCoordinatorServiceMinThreadCount and multiUpdateCoordinatorServiceMaxThreadCount server parameters are changed to be settable at runtime.
