Allow standby loop on log server to run on non-leader log servers

      Currently the on standby log server only accepts leader log servers by design - The standbyLoop() immediately failovers to the leader log server after startup. This is because the standbyLoop relies on getLastLsn which only returns correctly with a log server leader.
